Lock them up
I suppose this may be the next stage of the game in the endless war of the Anti-smokers against the twenty percent of us who partake of a perfectly legal product.
There is an easy way to challenge this. Simply put an unlit cigarette in your mouth, whether you smoke or not. If you are not smoking, you're not committing an offence. However, the fact that you have a cigarette in your mouth will wind up the opposition no end. I'm a non-smoker but disagree with the reductions of peoples rights so do this on a regular basis. I have no other hobbies so this keeps me busy and happy!
